Comment on installation for Windows-based SVN repository

In the INSTALL.txt, it's suggested that the following be added to a post-commit.bat:

python c:\path\to\commitmessage-2.0\main.py "%1" "%2"

We had to use the following:

set PATH=c:\Python25;C:\Program Files\Subversion\bin
C:\Python25\python.exe D:\commitmessage-2.0\main.py "%1" "%2

Just having the absolute path to python.exe is not enough because other binaries (e.g., svnlook) are called.

Good point. Next time I'm in the INSTALL.txt, I'll add a note about
that. (I don't currently have the source checked out.)
